Hi,
I use the 'classic' pic16c84 programmer by David Tait. It was designed for
pic16c84, but works for pic16f84. With small modifications, it can burn
pic16f628, pic16f87x. I have just read the chips manual, and it can be burned
by high voltages too.
It uses the parallel port, but feel free to design yourself a serial
programmer! It's easy! All you need is a max232, and transistors to switch
power supplies.
For the software part, I use prog84 v3.0. It can program all the chips
mentioned above. The software can program chips via serial or pararell port
(also has USB support). This is the most flexible programmer what I found in
the last 2 mounth.

Well it says that a female connector is needed, but You have to use male DB25
connector. Than you have to make a ribbon cable which does nothing, just
extends your parallel port.

I would not use pic16F84, becouse is rather expensive. I prefer pic16f628 or
pic16f873,877
