what's the output of sane-findscanner?
Is Plustek enabled in /etc/sane.d/dll.conf?
Try the following plustek.conf:
[usb]
device auto
Enable the backend debug output and send it to us:
SANE DEBUG PLUSTEK=12 ; scanimage -L
