I wrote the following to the Gentoo forums, and they in turn told me to
email you. So, below is my bug report as I posted on the forums. If
you need more info please let me know.

Everyone, I discovered a bug and would like to report it, but do not
know where. I have discovered that the use of USB 2.0 with the
sane-epson backend will cause the scanner and the software to freeze, at
least in my setup. Here is my setup in detail:
- Epson Perfection 2400 Scanner with USB 1.1/2.0 interface
- Gentoo Linux 1.4
- sane-backends package 1.0.12-r1
- XSANE 0.91
modules loaded that cause it to freeze in the middle of a scan:
usb-uhci (I also tried just uhci)
ehci-hcd
scanner vendor=0x04b8 product=0x011b
The file /dev/usb/scanner0 was chmodded 666 (that works with USB 1.1
enabled)
When using USB 2.0, it freezes in the middle of a scan no matter what
front end I use. However, when using USB 1.1, it works perfectly, albeit
much slower.
