A better way is to find an existing .bdf or .pcf font that meets
your needs. If the font is .ttf, then there are other conversion
utilities to create a .bdf or .pcf from it.

Yes - that binary is very old, and was created using the
console rather than graphical application linker switch. That means
XP runs the DOS application compatibility emulator to try to
run the application. You're better off to recompile the .exe
if you really want to use it. I wrote it as a quick hack before
we had other conversion utilities like convbdf which are
now included.
