The window manager code is linked internal to the window server
when the config file setting NANOWM=Y is set.  This should
allow the window manager code to run, which draws the window
borders, in both LINK_APP_TO_SERVER and normal cases.

Of course, you have to link in an application also, which will
create a window for the WM to decorate.  It never creates
any windows of its own other than for decorating another
app window.
