I have Mandrake 9, a downloaded primax-scan-0.93beta
and i tried to compile it.
For ./configure it sad that TIFF(...)  =no
and for ./make i have some errors because i have no
tiff (library? i don't know)
I installed all package for TIFF (libs, devel...
everything) but i have the same problem. I don't know
what else can i do. Please, help me !

Did you install the tiff packages from tarballs or from the Mandrake sources? 
 What exactly does it say is missing?  There are some "issues" with Mandrake 
9.0 - you should use the update facitlity to update it before anything, the 
problem *might* just melt away...

If you installed the libs from tarballs they will have gone in 
/usr/local/lib, in which case you will have to add it to you library path...
