I don't directly know a solution to your problem. However, I know that a
friend of mine is using a PG1 programmer with picprog. The PG2 and PG1 are
hardware-wise almost the same, so I don't think it is a problem with your
programmer.

It is also possible that you have to ground some pins before programming.
For example, to program a pic18f452 I have to ground RB5/PGM to program this
chip.

Also, if you have some other pic's, you can try with them to see if it is
just a problem with the pic16f874 or a more general problem.
