To meassure if your serial port is a "low voltage" serial port, don't
connect anything to your serial port. Meassure between GND and various other
pins and read the voltage.
On my normal PC I meassure -11.65V and picprog is working on that serial
port.
On my laptop I meassure -5.66V and picprog isn't working because that
voltage is to low.

For an external modem, the voltage of the serial port is not that important.
For a JDM-style programmer the voltage is important because it uses this
voltage to create the ±13V for high-voltage programming.
