The down side of keeping seconds is that we will be introducing different
units for the GR_TIMEOUT type depending on where it's used. Then you have
to pay attention to where you are using the type. Then ask yourself do I
multiply by 1000 in this case or not.

I imagine that someone even more anal than me will come along someday and
wonder why there is no function to convert from GR_TIMEOUT to GR_TIMEOUT ;)
