as well as the "ESC2 to quit modifications, I'm looking at adding some
others that I need. Mainly to control the states of the LOCK keys,
(caps, scrool and num) including updating the lights accordingly, is the
kbd drivers the best place for this?

yes, if it's just twiddling actual kbd lights.  If it's drawing on the
screen, no.
