If you might have a file /etc/hotplug/usb/usbcam installed already
(it's part of the gtkam package I think). In that case you'll need to
edit the file /etc/hotplug/usb.usermap by adding the line.
usbcam 0x0003 0x04a9 0x2206 0x0000 0x0000 0x00 0x00 0x00 0x00 0x00
0x00 0x000000000
When you next plug in your scanner, you should find that the file
/proc/bus/usb/004/003 (or another file in /proc/bus/usb/004) is owned
by you.
Otherwise, you'll have to add a slightly different line and write a
script yourself in /etc/hotplug/usb/
