This shouldn't be confusing.  VTSWITCH uses the timer mechanism to
set a timer.  After getting a signal that the user wants the screen
switched, AND the timer expiring, the vtswitch code switches consoles.

Having said this, this might tie into the output-related timer/select
issue you brought up earlier.
