You need some kind of device driver that will work with your keyboard so it can be recognized by the kernel.
First, try to compile the kernel to support a USB keyboard and enable all USB required options.
Is your keyboard recognized and working with the kernel?
Can you use it to enter commands to linux? You need to get this working first.

On Target Board when I attach USB KEYBoard and check /dev/interrupts  it is
getting incremented each time i hit on keyboard...
