To answer the question in your subject, yes,
Linux is essential ;-)
: is it possible to run Microwindows on a non OS environment?
However, Microwindows does not require an operating system,
it is capable of running on bare hardware. All file i/o
can be excluded and all you've got to do is write screen
and optional mouse or keyboard drivers. A bare-metal VGA
driver is included.
