Well, it's certainly simpler to have the same process draw the
icon frame and window frames.  I recommend it.  Otherwise, of
course, you could easily have an icon mgr app create new windows,
but then you'd have to sync the window mgr with the icon mgr.
I don't recommend multiple processes unless needed, however,
because I believe in SIMPLICITY!
