For text, black on yellow would be fine - like a Post-It (tm) note. But 
for a general purpose GUI it would not be strong choice of colour. For 
controls or indicators for example. Think of tv remote controls, think 
of calculators, microwaves, motor vehicle controls. I can't think of any 
yellow ones. Indicators need to be able to use colour to show status 
(red, amber, green and so on) and a noticable background colour can 
detract from this. People tend to like inoffensive things and yellow is 
just a bit too bright for me.

Having said that, my Zaurus comes with some yellow colour schemes, so if 
you look hard enought, there are some guis in yellow.
