They are, and I think this functionality belongs in the framebuffer 
driver rather then the keyboard driver, since this is basically a 
framebuffer function (technically its not, but switching the VT from 
text to graphics sounds like a visual function rather then an input 
function, at least to me).  In fact, I think we should probably make the 
  mode switch the default rather then the exception, especially for Linux.
