Is somebody making device independent IME?

I've seen the source of chinese IME and found that it would only work when using src/driver/kbd_ttyscan.c So I wanna ask if somebody is making a device independent IME. and if there is a way to use chinese IME on src/driver/kbd_x11.c would be fine too.
