Why can't set priority in nano-X

when they run ,nano-X can't get cpu.I set the nano-X in srvmain.c as followed:
schedParam.sched_priority = 6;
sched_setscheduler(getpid(),SCHED_RR,&schedParam);
but nano-X can't get cpu yet.
