Yes. The official version of microwindows contains GrTimer() which, IIRC, always creates a periodic timer. My CVS snapshot includes an enhance version of it which allows you to choose whether to create a one-shot or a periodic timer (and it has documentation too). I think Greg hasn't included it yet because it adds one parameter to the function.
