I'm trying to run nano-X on an embedded platform from the serial
console(aka /dev/ttyS0), and the ioctl(KDGKBMODE, ...) fails in TTY_Open.

Any ideas why?

the ioctl is associated with scan codes coming from the system keyboard,
which likely isn't supported when the serial console is used.  Suggest you
change from SCANKBD=Y to TTYKBD=Y, which uses the 
basic tty kbd driver.
