does the microwindows support chinese font:GBK?

I've found the chinese font file gbk16-xke.bdf in the source code package, but no GBK font function was found in the source code. I'm very puzzled about the Microwindows on supporting the GBK font.
And I need to convert the UTF-8 to GBK, but I just found the function UC16 to GB2312. I just wondering how should I make a convertion between UTF-8 and UC16?
