Running Nano with Window XP Platform

I downloaded the microwindows-0.91 and there is a maekfile in the ://microwindows-0.91/SRC folder. I'm not sure how to run the makefile as I believe I need to run the makefile before compiling my .c file right? Anyone pls help.
