The LiDE20 has never had USB2.0 capabilities, as they have always used the
LM9833 chip, which does only support USB1.1. It surely works on 2.0 ports, but
only @ 12Mib/s...

Yes, the auto does not find your scanner, and so I'm sure, that there are some
problems with the libusb stuff....

What is the output of sane-find-scanner -v -v (as root-user)?
What is the output of scanimage -L (as root-user)?
What is the output of sane-config --libs?
Please try:
export SANE_DEBUG_SANEI_USB=255 ; export SANE_DEBUG_PLUSTEK=20; scanimage -L
