I don't know for Dos port but Win32 is available under GPL. MWin port is
based on it.
The custom license adds some targets that are not available under GPL.

I talked to Tim and Peter and they are VERY interested in a MWin port. I
think it will go in the mainstream when all is done.
And even if they don't want to put it in the mainstream or homepage, it's
GPL he! We can do what we want with it.
