You also need shared memory enabled in the Linux kernel.  I think this
is default, but you may want to check it still.  The option is under
"General Setup, SYSV IPC".

If you have the 'ipcs' command available and run it as 'root', you will
(hopefully) get a list of IPC resources when SYSV IPC is enabled.
