When I implemented FreeType2 support, I only cared about Unicode
characters.  If you pass in a UTF-8 or UC16 string, set the right flags,
and have a font that supports Unicode, then it should work.

If you want to use a different encoding then you'll need to modify the
FreeType2 driver to select the correct charmap.  Currently it
unconditionally selects a Unicode one.
