For the record, and for google I'll also add:

The issue of accessing "ftp://ftp.pixil.org/pub/pixil" versus 
"ftp://ftp.pixil.org/pub/pixil/" using Apple's Safari finally boiled 
down to be that I had multiple IP aliases on my ethernet interface with 
Appletalk enabled on the interface, but not enabled on the IP alias 
that was connecting to ftp.pixil.org.

Appletalk can only be enabled on one virtual interface.  Switching 
Appletalk to the alias that was accessing ftp.pixil.org made things 
work. Safari is doing something when Appletalk is enabled that counts 
on it being enabled on the URL interface to handle FTP directory 
lookup. I opened a bug with Apple.
