Generally, I think it's gonna have to be in the GUI toolkit,
since when the keyboard pops up, the entire application
may have to resize to make room for the keyboard, and
it will need to know about how everything fits together.

In the Microwindows-based PIXIL environment, we
implemented some of this using a modified window manager
that knew about the application windows, and handled the
kbd/scribble popups internally.  The WM caused the applications
to resize, but didn't directly interact with the edit fields themselves.
